The ICE Virtual Library hosts all the civil engineering journal content from ICE Publishing, the publishing division of the Institution of Civil Engineers (ICE). They are providing UMass Lowell with free trial access to all 24 ICE journals from 1863 through 2010. The trial extends until November 15, 2010.

ICE creates innovative products and services for the civil engineering and construction markets. These include books, journals, recruitment and training, as well as best practice, news and networking opportunities around the NEC and Eurocodes.

ICE journals represent the highest standards of research and best-practice in civil engineering.  Ice Proceedings form a unique interface between the worlds of theory and practice in civil engineering, and other titles such as Geotechnique and Magazine of Concrete Research are internationally renowned for publishing research of the highest quality.  Covering every major civil and structural engineering discipline, ICE journals are a comprehensive source of expertise for everyone in civil engineering.

I would have greatly appreciated having access to ICE Virtual database at this point. I have found multiple journals which were related to a graduate civil engineering project which I have signed up for with a Geotechnical professor.
I would suggest adding this library in the future, if it is plausible within your budget.
